Rural Health Clinic - "An outpatient facility that is primarily engaged in furnishing physicians' and other medical and health services and that meets other requirements designated to ensure the health and safety of individuals served by the clinic. The clinic must be located in a medically under-served area that is not urbanized as defined by the U.S. Bureau of Census."

Locations generated using Centrus Geocoder for ArcGIS geocoding software. Addresses containing Post Office boxes are located at the center of the appropriate zipcode. Other addresses were moved to be nearer the appropriate road segment. See Attribute metadata for further explanation.

Table was joined to county boundary layer with a spatial join to check for correct county name provided in original data. Discrepencies were identified and corrected.

Data was copied to a new data frame with a Projection defined as Geographic Coordinates, NAD 1983. Temp file was moved to this data frame. Latitude and Longitude coordinates in table were updated using Hawth's tool Add XY to table and choosing the option to use the coordinates of the data frame.

Shape file is copied from temporary workspace into facility directory located at DHSS as M:\GISDATA\FAcility. Shape file from 2006 is renamed from ruralClinic.shp to ruralClinic06.shp. File for 2007 is given the name ruralClinic.shp in its place.

Shape file is also copied into SDE for use in IMS sites.
Excel for 2008 data is imported to Access. Records compared to 2007 list. New sites are put in separate file for processing. Access query is used to combine data from 2008 with the latitude/longitude previously collected. New table is created.

File of new sites is processed in ArcMap with the Centrus Geocoder for ArcGIS. (There were 20.) Latitude and Longitude coordinates were copied into the new table created in the previous step. Table is used to generate XY events. This event layer was exported to a personal geodatabase file.

UPDATES FOR 2009 - Text file dumped from ASPEN system (where facility information is maintained ) and converted to Access table. A comparison is made between the 2009 data and the facilities from 2008. New facilities are saved into a separate file for processing. A separate table is created combining the facility information from 2009 to the latitude, longitude and location codes (loc_code) from 2008 (common column of unique values = FAC_ID) to create a working temporary table of all 2009 facilities. It was noted that several facilities had facility name, address and owner information changes (located in facStatus column). The latitude and longitude for these sites was also zeroed out.

New or changed facilities for 2009 (there were 18) were geocoded using the software Centrus Geocoder for ArcGIS. Locations that were only matches to a centroid were checked using web sources (maps.google.com, the facilities own web page, county assessor databases were available) Latitude and Longitude values were updated for the new locations. Location codes (loc_code) were modified to reflect the type of match that was achieved. Latitude, Longitude and Loc_Code were copied and pasted into the missing fields in the working full table of 2009 sites. Table was then displayed as XY events.

Metadata from 2008 was exported to text and updated for 2009. The personal geodatabase was then exported to shape file format. The shape file was copied to M:\GISDATA\Facility. (The previous year's layer was copied to M:\GISDATA|archiveFacility and renamed ruralClinic08.shp.
